Minutes of the Parish Land & Property Committee
Wednesday 5th February 2025
PRESENT: Councillors Mrs Haywood (Chairman), Mrs Mills, Newton, Mrs Wright and the Clerk
1. APOLOGIES: Councillor Allsopp
2. MINUTES: Approval of the minutes of the Parish Land & Property Committee meeting held on the 6th November 2024 were proposed by Councillor Newton and seconded by Councillor Mrs Wright and agreed unanimously by members following approval the minutes were signed.
3. DECLARATIONS OF INTEREST: None
4. PUBLIC DISCUSSION PERIOD: No members of the public were present.
5. MATTERS ARISING
a) Update actions from previous meetings
Grant application for Shrubbs Field playground & gym equipment
An application for a National Lottery grant is underway. Finance Officer, Joe Lake has completed the application form and would like Councillor Allsopp to review it prior to submission.
b) Finger Post Finials
Councillor Mansfield attended the meeting to update the Parish Land and Property Committee about ongoing work on finger post finials in Middleton-on-Sea. Councillor Mansfield reported that finials are usually made of cast iron however this has not been possible due to the high cost. Councillor Mansfield has instead made a timber finial at no cost to the Parish Council. The timber finial now requires sign writing which will be undertaken by a stone mason and for which there will be a small fee. Councillor Mrs Haywood proposed approval of funding for this work which was seconded by Councillor Newton and unanimously agreed.
c) DMMO Application
The Parish Council has received notification regarding an upgrade to footpaths 165 and 166 (CC803, 15569). This is to upgrade the footpaths to bridleway and add new lengths of bridleway in the parishes of Middleton-on-Sea, Yapton and Climping. The West Sussex legal team advised the DMMO application has been submitted to the Secretary of State via the Planning Inspectorate and it is likely to be some time before an outcome is known. No action required.
6. ANY OTHER BUSINESS
Councillors Mrs Haywood and Newton, who are on the Village Hall committee, advised there have been no Jubilee Hall Committee meetings for the past six months and no contact. Councillor Newton will get in contact with the Jubilee Hall Committee for an update.
